Proposal to Transmute IRC.IV

Transmute IRC.IV from immutable to mutable.

Discussion:

We need to change the condition imposed by IRC.IV that, in order for a proposal to be considered resolved, every Member must vote. This created a situation already in which a proposal was both active and "failed."

Yeah, there is an issue with IRC.IV.3.a: "An Active Proposal is a Proposal that has been submitted by a Member of the Game but that has not been voted on by every Member."

This means that every member has to vote on a proposal before it resolves, even if the conclusion is foregone. There has been a lot of pressure to speed up the game because SOME people don't vote on proposals in a prompt manner.

However, the longer the game goes on, the more we might appreciate a leisurely play style. Maybe we should edit IRC.V.4 and eliminate the requirement that votes must happen under a week.
